Flowers, a black man and father of two, was a passenger in a Dodge Charger that was pulled over by officers in an unmarked police car near Potter Avenue and Pierce Street before 11 p.m. Friday for unspecified traffic violations. Flowers fled the car, allegedly pointed a gun at an officer and attempted to fire. According to police, a struggle ensued and after an unsuccessful attempt to use a Taser on Flowers, an officer fired six shots, one of which went through his armpit and penetrated his heart. Though audio of the shooting has been released, a lack of video from the incident has left some community members grappling with the circumstances of Flowers' death. New Rochelle's unmarked police cars are not equipped with dashboard cameras and the city's police officers do not wear body cameras.
